Unless you have the tools and the time, you should probably take it to your local bike shop for a tune up, costs usually between 75 and 100 bucks…
They will lube and check all parts, adjust the brakes & deraileurs, etc.

You buy a generic throttle cable and connect it to the carburetor butterfly valve. Go to a used car junk yard and buy a throttle assembly from a car and mount it on the deck of your mower. Attach the throttle cable to the throttle pedal and add a return spring so it will go back to an idle when you take your foot off. Great Idea, you can do this.

I’m sure anyone in reasonable shape _could_ pedal up the hill; the problem is, if pedaling up would make them sweaty or smelly, they would likely choose to drive instead (which for the record is lazier than using this).

You are looking for a hybrid bike. It will have t shaped handle bars great for climbing up hills, and a comfortable seat for the way back down. It will have some suspension,not made for jumping but to go off curbs,etc. They have a sturdy frame for good control, and versatile wheels for roads and grass,dirt,hills,pavement and such.
I would check with your local bike shop about getting a good bike, or the internet (make sure its a trustful-site site) a good bike would be between $100 to $300 dollars. I would not be checking at walmart, they may look like good bikes but the parts are cheep and not durable.
