I was gonna say what the first person already did ^^^^^ But another option to look into- In the city that house is in, there may be just the kind of Grant program you speak about. my town offers home improvement grants to homeowners that live in the actual city- it is a way to improve the property values for this town. the is always a long waiting line however. Also not mentioned is the H.U.D. Department (If you are in the USA) Housing and Urban Development would be a good place to start looking. If you are going to do this without your actual friend involved-(Kudos for him being a Serviceman) you may get a lot of flak. Hope his being a Veteran makes a difference!
